Cato's Privatize Social Security Survey

Prior to the election, the Cato Institute contacted all Democratic and Republican candidates for Congress and asked them - "Do you favor or oppose Social Security reform that would allow workers to save a portion of their payroll taxes in a personal retirement account?" Responses below are drawn from their answers to our survey, from other published sources, and from the candidates' campaign literature. Candidates listed as favoring privatization support some form of individually owned, privately invested account funded with existing Social Security taxes. We have not distinguished on the basis of the size of the account or types of investment allowed. Candidates listed as opposed are opposed to any form of privatization regardless of the size of the account. Candidates who support individual accounts "in addition to" the current system and those who support government investment of payroll taxes in the stock market are listed as opposed. Some candidates refused to respond to our questionnaire and they are distinguished from those who have simply not yet responded. Third party and independent candidates have been included where they are running credible campaigns and may have a significant impact on the election. Those individuals who won their respective race are designated by an asterisk. Note: one race (Senate-Washington) has yet to declare a winner.

More Than 100 Republican Incumbents Urged the Commission to Recommend Privatization. On May 24, 2001, more than 100 Republican Members of Congress sent a letter to the President's Commission, urging it to propose "personal retirement accounts" to "transform Social Security." Dear Senator Moynihan and Mr. Parsons:

In recognition of your appointment to the President's Social Security commission, we are writing to salute you for your courage in taking on this challenge, and to express our commitment to work with you to preserve and strengthen this important program.

Like you, we recognize the serious problems facing Social Security. According to the most recent report of the Social Security Trustees, by 2016, Social Security payroll taxes will no longer be sufficient to pay promised benefits. If reforms are not made, Social Security will require an additional $22 trillion between 2016 and 2075 to redeem its trust funds and to pay those benefits. Real rates of return for younger workers have fallen to less than 2 percent and will continue to decline if taxes are raised or if benefits are reduced to attain solvency.

We believe these problems can be solved using the guiding principles for reform that you have espoused. First, Social Security reform must protect the benefits of all current retirees and those nearing retirement. Second, Social Security reform must return the Social Security system to sound financial footing. Third, Social Security reform must offer younger workers the opportunity to improve their rates of return using personal retirement accounts.

Personal retirement accounts will transform Social Security from a government IOU into personal property and real assets that workers can own and pass along to their children. We believe this ownership and access to wealth should not be the privilege of a few. They are the hope of every American, and we must make them the foundation of Social Security.

117 Members of Congress Send Bipartisan Letter of Support To Social Security Reform Commission

Washington, DC - U.S. Rep. Jim DeMint (R-SC) and House Majority Leader Dick Armey (R-TX) were joined by 115 of their colleagues today in sending a letter of support to the Co-Chairs of the President's Commission to Strengthen Social Security, Senator Daniel Patrick Moynihan (D-NY) and Mr. Richard Parsons.

The letter, signed by Members from both parties, expresses support for the commission's goals to preserve and strengthen Social Security, as well as work towards personal retirement accounts for younger workers.

"This letter shows that there is strong support for the President's commission and it demonstrates the willingness of Members in both parties to work with the commission to fix Social Security," DeMint said today.

In addition to emphasizing the need to protect the benefits of those at or near retirement, the letter also states strong support for the President's plan to "offer younger workers the opportunity to improve their rates of return using personal retirement accounts."

"It's clear that many Members support the reform goals outlined by the President," DeMint remarked. "They believe Social Security reform should protect the benefits of seniors, it should fix the program's long-term financial problems, and it should modernize the program for younger workers by offering personal retirement accounts to those who want them."

DeMint continued: "The President's commission has a unique opportunity to reform Social Security into a financially-strong program that offers personal ownership and real retirement security. As the President directed, it's time for the commission to think outside the box and examine ways to permanently fix Social Security. We must avoid the partial solutions of the past that have only passed along greater burdens to future generations. This time, we owe it to our children and grandchildren to get it right."

Washington – A series of polls by a national senior citizen organization "proves politicians are to blame" for the myth that Social Security is the "third rail of politics - touch it and you die."

In the words of 60 Plus Association Chairman Jim Martin, "Our polls over the years, from 1995 to the present, show that it's courageous seniors who have disconnected the so-called third rail and exposed political demagogues as those who cynically plug it back in... and the 900 pound gorilla, the AARP, is the worst offender, claiming seniors would have to gamble on the stock market, yet AARP hawks stocks to seniors within its own magazine! The height of hypocricy."

Martin said polls show that there is only a third rail to fear when politicians demagogue the issue, otherwise it's non existent. "Stop hustling votes by scaring old folks," Martin warned.

Martin said seniors show "true leadership on this volatile issue," and urged politicians to do the same. "Once and for all, set aside politics for the good of the country. Other seniors groups' as well, particularly the AARP, should heed the advice of our wise generation of elderly Americans' who've worked so hard to make our country great."

When asked, "Should Congress allow the citizens the option of placing part or all of their social security into a private system," 52% responded yes, 17% opposed it and 31% were undecided. Asked if "Congress should consider reducing the Social Security payroll tax by the amount not needed to pay current benefits (the trust fund surplus) and require that these savings be placed in an Individual Social Security Retirement Accounts (ISSRA)," 59% answered favorably, 12.5% were against and 28.5% were undecided.

Martin said 60 Plus became the first seniors' group 10 years ago to endorse reform, following the lead of Chile and other countries "proof positive that the system can be improved if politics will not rear its partisan head." Martin lauded President Bush for his strong leadership on the issue, saying "promises made, promises kept" best summarizes his thoughts. "The President ran on Social Security reform and he is now delivering, the mark of a true leader," Martin said. "Democrats' haven't offered a proposal yet they agree benefits will have to be cut as much as 25% in another generation. Are they for benefit cuts?"

Therefore, I will work and vote for a system of Social Security Choice that will allow younger workers to have the choice of investing much of their Social Security taxes in regulated individual retirement accounts. Current retirees and those nearing retirement would not have any change in their Social Security benefits. Social Security Choice will give younger workers ownership of their Social Security accounts, with higher rates of return and better benefits than are possible under the current system.

The Pledge to Protect Social Security and Medicare

I pledge to the people of my district and state, and to the American people, that I will strengthen and protect Social Security and Medicare for the 21st century:

I WILL OPPOSE PRIVATIZING SOCIAL SECURITY, PARTIALLY OR TOTALLY.

This means I will oppose diverting any Social Security revenues to fund private investment accounts or substituting private investment accounts for any portion of Social Security's guaranteed benefits. I will not support any of the White House Commission's privatization plans, which involve diverting trillions of dollars from Social Security to fund private accounts, cutting Social Security's retirement, survivor and disability benefits, and would have the effect of forcing future retirees to work longer than under current law in order to receive full benefits. I will oppose any plan that includes any of these benefit cuts to finance private investment accounts.

I WILL SUPPORT A MEDICARE PRESCRIPTION DRUG BENEFIT to be provided within the Medicare program as an option to all beneficiaries.
I pledge to support a plan that will have sufficient Medicare funding to ensure affordable premiums and cost-sharing, that will cover all drugs beneficiaries need, and that will empower Medicare to negotiate directly with drug companies for lower prices. I will oppose efforts to turn Medicare's guaranteed health benefits into a voucher system or to push beneficiaries into HMO's and other managed care plans.
